Abstract
Moving into our modern times, community renovation has been a constant challenge. Citizens’ demand for safe quality life  coupled with ever changing technology created constant demand for community improvement, risk management, and environmental protection,  which in turn put pressure on energy, resources, and public service capabilities. How urban centers balance its needs for safety, life quality, and environmental sustainability while prove cost efficiency becomes a challenge more than ever. The concept of urban resilience has shed new light on this wicked issue.   This paper provides insight on how resilience training and preparation could help weighing the consideration of  emergency management design in our world of fast change and volatile uncertainties
