Abstract
 In the face of increasingly multiple and complex emergent public risks, under the traditional urban community risk governance model, China's rapidly developing megacity governance has also perceived many limitations, highlighting the characteristics of vulnerability. As the focus of social governance moves down to the grassroots level, megacity communities have become a key field for the modernization of the national governance system and governance capacity. On the basis of a certain value consensus, it is urgent to build a resilient megacity community governance system in view of the complex and changeable risk environment. Therefore, this paper is based on Complex Adaptive Systems Theory (CAS) and from the perspective of resilience governance to analyze the theoretical fit framework of megacity community resilience governance, focusing on improving the adaptability of megacity community resilience governance and giving full play to the community structure. This paper explores the effective paths for constructing community resilience governance in megacities of China in terms of collaboration and building a sense of consensus within the community and attempts to provide a reference for promoting the community governance of megacities in China.
