The impact of Digital Economy Development on Urban Construction Land Use Efficiency Under Carbon Emission Constraints:Evidence from City level in China

Abstract
During the digital economy (DE) transformation period, the development of the DE has had a significant impact on China's industrial transformation and economic development. However, seldom evidence on the relationship of DE development on land use efficiency, especially under the "dual carbon" background. Exploring the mechanism of the impact of digital economy development on the carbon emission efficiency of urban construction land is of great practical significance for improving the development policy of digital economy aiming at the coordination of human-land relationship and realizing the goal of dual carbon. Therefore, this study focus on the impact of DE development on the carbon emission efficiency of urban construction land under the unexpected environmental constraints of carbon emissions. . We established a theoretical framework on the impact of DE development on land use efficiency. Based on the panel data of 286 cities in China from 2011 to 2021, this paper empirically tests the mediating effect and spatial spillover effect of digital economy on urban construction land use efficiency using the fixed effect model and instrument variable method.The study found that: (1) The digital economy has significantly improved the carbon emission efficiency of urban construction land. Green technology innovation and industrial structure upgrading are important intermediaries. (2) The digital economy has a significantly positive spillover effect on the carbon emission efficiency of urban construction land, and local digital economy development can promote the carbon emission efficiency of local and adjacent cities at the same time. (3) Urban population size, human capital, and resource-based cities constitute an important heterogeneous environment in which the digital economy affected the carbon efficiency of urban construction land. Therefore, policies should strengthen technological innovation and R&D, promote the transformation and upgrading of industrial structure, and rely on regional resource endowments to jointly promote the digital development of different types and regional cities and the low-carbon use of land.
