System of Emergency Planning System（SoEPS）is an important part of System of Emergency Management System（SoEMS）, and the modernisation of the SoEMS and capability cannot be achieved without the modernisation of SoEPS. However, the existing SoEPS is often weak or even powerless in the face of some sudden heterogeneous and complex events, and there is an urgent need to re-deconstruct and analyse the existing SoEPS in order to make it more adaptable and feasible, and to give full play to the intrinsic effectiveness of SoEPS. Thus, based on system thinking, this paper explores and defines the logic and overall structure of SoEPS, and follows the three-dimensional analysis structure to propose a plan that covers "risk-response dimension, text-behaviour dimension, function-structure dimension".
