Abstract
近年来，应急能力指标建设侧重于正向方面，难以有效发挥政府应急能力，在应对事故和灾害方面仍存在问题。为进一步完善现有地方政府应急处置能力评估方法，本文首先对事故调查报告进行结构化处理，不同类别的事故应急处置能力聚焦于不同方面。其次，基于WSR系统方法论，结合危机生命周期理论，构建横向的“物理理性人”视角，引入纵向防备、处置和救援的全过程恢复重建，支撑影响地方政府应急能力的因素分析框架。对100份事故调查报告进行三级编码，识别出领导决策与行为机制、物质原则、应急管理与过程机制等影响地方政府应急能力的多个关键因素，并将其纳入物质因素和人为因素三个核心类别。构建了地方政府应急处置能力评价指标体系，并确定了权重，最后介绍了案例验证结果导向指标体系与以往正向建设指标体系的差异。结论表明，该评价指标能够合理评价当前地方政府应急能力水平，与以往的积极指标相比更加成熟。
