Abstract
Earthquake disaster chain is one of the typical multi-hazard manifestations, in order to explore the transmission path and organisational rescue adaptability of earthquake disaster events, we take the Jixishan Earthquake in Gansu as a typical research object, and use the disaster chain theory and the theory of complex adaptive systems to construct the critical evolution path of the disaster chain events induced by earthquakes and the adaptive analytical framework for the organisational coordination network of disaster response.Based on the use of GIS tools to clarify the characteristics of the Gansu Jishishan earthquake and the evolution of the disaster chain and the formation mechanism, the social network analysis method is used to construct a topological map of the network structure, and indicators such as network node access, centrality, and average path length are adopted to assess the adaptive evolution process of the dissemination path of the disaster event, the vulnerability, the key nodes, and the structure of the organisational network, the strength of the relationship, the degree of intensity, and the status of the roles and responsibilities of the participating subjects.It is found that: (1) The occurrence of the earthquake disaster chain in Jishishan, Gansu is the result of the joint action of disaster-causing factors, disaster-conceiving environment and disaster-bearing body. (2) During the evolution of the earthquake disaster chain, forecast and warning, low temperature permafrost, insufficient supply of materials, interrupted and paralysed roads, and poor quality of houses are the key nodes in the process of the evolutionary structure of the disaster chain. (3) Gansu Earthquake Bureau, Jieshishan County Earthquake Relief Command, Gansu Fire and Rescue Command and other networks have the highest centrality and are at the core of the network, which effectively enhance the efficiency of the organisation of the rescue cooperation network. Therefore, the analysis of the evolution path of the earthquake disaster chain and the adaptability of the disaster response organisational network can provide a reference for the development of the earthquake broken chain disaster mitigation strategy, and at the same time, help to improve the emergency response and rescue capacity of the earthquake disaster event.
