Under the risk society, various "black swan" and "gray rhino" events pose serious threats to the safe development of underground space. In this paper, from the perspective of linkage and strengthening of actors, the "structure-process" analytical paradigm was introduced into the interpretation of the construction of urban underground space emergency rescue network to construct and improve China's urban underground space emergency rescue system. This paper introduces the "structure-process" analysis paradigm into the interpretation of the construction of emergency rescue network in urban underground space from the perspective of actors' connection and reinforcement, so as to construct and improve the emergency rescue system in urban underground space in China. Using the social network analysis method, we analyse the organizational cooperation information in the emergency rescue process of the "7-20" heavy rainstorm metro line 5 incident in Zhengzhou from the perspectives of overall network and individual network. Based on the actor network theory, we analyse the construction process and operation process of the urban underground space emergency rescue system, and point out the dilemmas and reasons of the linkage of the current urban underground space emergency rescue actors in China, and propose to establish a coordinating body for the emergency management of the urban underground space, set up an emergency rescue alliance for the underground space, and build a coordination of interests, sharing of responsibilities, and a mechanism of regular coordination to improve the emergency rescue system. It is proposed that the emergency rescue system in urban underground space in China can be improved by setting up an urban underground space emergency management coordinating organization, forming an underground space emergency rescue alliance, leading the value recognition of underground space emergency rescue network by party building, and constructing a coordination of interests, responsibility, and normal coordination mechanism.
