Abstract
Rail transit is an important area of urban public safety, and the contradiction between the complex and changing underground space risks and convenient and safe travelling is constantly highlighted, which urgently needs a response from policy design. Taking the emergency plans for rail transit operation emergencies in 33 cities as an example, we construct a quantitative evaluation system of emergency plans for urban rail transit operation emergencies through text analysis method, and measure the PMC index of the emergency plan text in each city, and analyse the results of the quality assessment of the emergency plans for rail transit operation emergencies in different cities from the three dimensions of the plans as a whole, the difference in level, and the individual characteristics. It is found that the quality of emergency plans for rail transport operation emergencies in China varies, especially in the aspects of plan application, preventive preparation, and recovery and reconstruction, which need to be optimised. Therefore, the effectiveness of emergency plans should be improved in multiple dimensions, starting from the preparation basis, content specification and update management levels.
