Abstract
Abstract: Emergency preparedness, as an important tool for emergency management, needs to evolve continuously in order to adapt to current social patterns and governance situations. With the rapid development and application of information technology, individuals around the globe are included in the same social network, the world is accelerating towards integration, coupled with the impact of the risk society, the systemic linkage and complexity and uncertainty are enhanced. When dealing with the multiplicity and complexity of social phenomena, the emergency plan guided by rationalist thinking and detached from the actual action and the field situation will be difficult to play a role in the current emergency management, so this paper examines the adaptability of the emergency planning system in three dimensions. In order to improve the adaptability of the emergency plan system and to improve the public's ability to cope with the risk is an important step to promote the modernization of China's emergency management system and capacity, and is also a problem that must be solved at present.
